MAJORITY LEADER STENY HOYER VISITS PAUL L. FOSTER SCHOOL OF MEDICINE, EL PASO VA CLINIC

Per Congressman Silvestre Reyes' request, House Majority Leader Steny Hoyer came to El Paso on September 2 to visit the Paul L. Foster School of Medicine and the VA Clinic. At the medical school, they received a briefing on plans to develop the Medical Center of the Americas in El Paso. At the VA Clinic, they were briefed on mental health initiatives and the clinic's work on post traumatic stress disorder (PTSD) and traumatic brain injury (TBI). Reyes and Hoyer were joined by Congressman Ciro Rodriguez and Congressman Harry Teague.

CONGRESSMAN REYES ANNOUNCES EL PASO POST OFFICES NO LONGER UNDER REVIEW FOR CLOSURE

Congressman Silvestre Reyes (D-TX) announced that the United States Postal Service (USPS) has removed all El Paso post office locations from their list of sites under review as part of their Station/Branch Optimization/Consolidation Initiative (SBOC). Last month, the USPS consolidation list targeted two El Paso post offices as potential sites for closure. Although the new list released on September 2, 2009 is not yet final, the El Paso locations originally targeted for closure were removed from the USPS list.

Congressman Silvestre Reyes (D-TX) joined a large bipartisan majority in the House of Representatives in passing H.R. 627, the Credit Cardholders’ Bill of Rights, sending it to the President's desk. The bill, which passed by a vote of 361 - 64, will end unfair practices by credit card companies and protect consumers from deceptive tactics that make it difficult to get out of debt. The U.S. Senate approved the measure by a 90 – 5 vote.

This landmark legislation includes a new $8,000 first-time home buyer tax credit to help stimulate the housing market. This new tax credit is a great opportunity for first-time home buyers in El Paso and can help make home ownership a reality for many.

CONGRESSMAN REYES ANNOUNCES $107 MILLION FOR EL PASO MILITARY FACILITIES

Congressman Silvestre Reyes (D-TX) announced that Fort Bliss will receive $107,233,000 for facility improvements from the Department of Defense (DoD) through the American Recovery and Reinvestment Act (ARRA). The funding will be used to support facilities, sustainment, restoration, and modernization projects at Fort Bliss. The state of Texas received $155 million from the $835 million allocated nationwide. The funds for Fort Bliss represent more than 2/3 of all funding allocated to Texas.

Congressman Silvestre Reyes (D-TX) announced that the National Science Foundation (NSF) will award over $509,400 in federal grants for UTEP research.

The NSF Division of Information & Intelligent Systems will award $315,000 over three years to the UTEP Computer Science Department, in partnership with the departments of Psychology, Biological Sciences, Industrial Engineering, and Civil Engineering. The grant will support UTEP’s Summer Research Experiences for Undergraduates (REU) program in Applied Intelligent Systems. The project is under the direction of Dr. Olac Fuentes.

CONGRESSMAN REYES INTRODUCES BILL TO FUND $5 BILLION TO IMPROVE SECURITY AND BORDER CHECKPOINTS

Congressman Silvestre Reyes (TX-16) introduced legislation to dramatically increase funding and staffing levels at America’s land ports of entry to help combat the illegal transport of drugs, money, and weapons between the United States and Mexico and reduce excessive bridge wait times. The Putting Our Resources Toward Security (PORTS) Act would provide $5 billion through 2014 to the U.S. General Services Administration (GSA), to repair and modernize infrastructure all U.S. land ports of entry, and would also provide funding for an additional 5000 Customs and Border Protection (CBP) agents to improve inspections and reduce traffic congestion. Congressman Reyes’ legislation has already drawn the support of 29 other Members of Congress.

Congressman Silvestre Reyes, D-El Paso, joined a majority in the House of Representatives in supporting S. 181, the Lilly Ledbetter Fair Pay Act, a measure that will help end pay discrimination in the workplace. The legislation passed by a vote of 250 - 177.

Congressman Reyes announced that the Small Business Administration (SBA) has agreed to hire an El Paso-based Procurement Center Representative (PCR). The PCR is a federal position in the SBA responsible for developing and implementing plans to increase the share of federal contracts awarded to small businesses. This new resource will help many El Paso small businesses compete for the billions of dollars in federal contracts that will be invested in Fort Bliss over the next few years.

Congressman Silvestre Reyes (D-TX) announced that the Department of Housing and Urban Development's (HUD) Rural Housing and Economic Development (RHED) program awarded $300,000 to La Fe Community Development Corporation in El Paso. The funds will be used to rehabilitate distressed housing through La Fe's Youthbuild Academy of El Paso. On July 24th, the federal minimum wage rose from $5.85 to $6.55 an hour. This increase was the result of legislation advanced by the new Democratic-led Congress in May 2007, and represents the second step of a three-step increase. The minimum wage will rise again on July 24, 2009 to $7.25.

Congressman Silvestre Reyes, D-El Paso, joined a majority in the U.S. House of Representatives in passing legislation that would dramatically expand educational benefits for veterans and also extend unemployment benefits for jobless Americans. These measures were included in the Iraq/Afghanistan Emergency Supplemental Appropriations bill, which would provide $161.8 billion to fund ongoing military operations in Iraq and Afghanistan. Rep. Silvestre Reyes, Chairman of the House Permanent Select Committee on Intelligence, joined a majority in the House of Representatives in passing the Merida Initiative to Combat Illicit Narcotics and Reduce Organized Crime Authorization Act of 2008 (H.R. 6028). The bill authorizes $1.6 billion through 2010 to provide training, equipment, technology, and intelligence to help the Mexican government and other Latin American countries to control drug trafficking and organized crime. The bill passed by a vote of 311-106.

CONGRESSMAN REYES SUPPORTS LEGISLATION TO STOP THE FILLING OF THE STRATEGIC PETROLEUM RESERVE TO LOWER GAS PRICES

Congressman Silvestre Reyes joined an overwhelming bipartisan majority in the House of Representatives in support of legislation that would help bring down the price of gasoline by temporarily suspending the filling of the Strategic Petroleum Reserve (SPR) until the end of the year. The Strategic Petroleum Reserve Fill Suspension and Consumer Protection Act (H.R. 6022) passed the U.S. House by a vote of 385-25. The U.S. Senate passed a similar provision by a vote of 97-1. Congressman Reyes is a cosponsor of the House bill.
